With over 600,000 uninsured Oregonians and an aging population, health care should be:
• Affordable – health insurance premiums costs over $11,000 a year for the average family.
• Patient centered, focused on primary & preventive care – ER visits have increased by over 40% the past 5 years.
• High-quality and efficient – Only 55% of patients in a random sample of adults received recommended care, with little difference found between care recommended for prevention, acute episodes or chronic conditions (McGlynn et al., 2003).
