State Policy Platform

Health system transformation continues to dominate the work of the Oregon legislature.  The OPCA policy platform for the 2012 legislative session focuses on the requirements for Oregon's Coordinated Care Organizations (CCOs).

 

This session, OPCA has introduced Senate Bill 1522 to address critical needs regarding CCO measurement and payment systems.  It has two major provisions:
  • Directs each CCO to establish a measurement system that adjusts, or “stratifies,” health outcome metrics to account for patients who experience psychological and social barriers to health.
  • Directs each CCO to have a payment system that fairly compensates providers and their teams for the additional effort and time required to achieve satisfactory health outcome metrics for patients who experience psychological and social barriers to health.
